It works well with the 2 handed crossbows since you can do multiple attacks as a Fighter for example since there is no "Loading" requirement. It really feels like the "Crossbow Expert" feature is only to be used by a melee weapon and offhand crossbow since it ignores the melee disadvantage etc. The "Ammunition" part explains that you need a free hand to put another Arrow or bolt into the weapon which can't be done with both hands occupied. The "loading" part of the crossbow feature just makes it so you can do several attacks if you are able to thats it. But according to RAW this can't be done? It seems that the ignoring of the "Loading" part get confused alot with the "Ammunition" part, Those are 2 different things entirely if im correct? I mean you could potentionally use the 2 crossbows at the start of combat but later you would have to throw away your offhand to be able to reload your main hand. So I've seen tons of post claiming that dual wielding hand crossbows are possible with the crossbow expert feat.
